Tasnim’s review of the latest status of exchange of messages in recent negotiations between Iran and the United States indicates:
Following a visit by Parliament Speaker Mohammad Baqer Qalibaf, Foreign Minister Abbas Araqchi and the accompanying delegation to Qatar for discussions on the MoU and an end to the US-Israeli aggression, there has been progress on the issue of the release of $12 billion of Iran’s frozen assets. However, some details of this issue are not yet final.
Despite the overall progress over the last two or three days, there are still disagreements over some clauses, words, and phrases, and the exchange of messages is still ongoing.
If the MoU is finalized after resolving the existing differences, the mechanism for its announcement must be carried out jointly and with understanding, and any unilateral announcement by the United States could be completely inaccurate.
The declaration of an end to the war on all fronts, including Lebanon, the release of $12 billion of Iran’s frozen assets (out of $24 billion), the beginning of the lifting of the naval blockade, and the beginning of the reopening of the Strait of Hormuz would be part of the first steps of a possible understanding.
After the first step, a 60-day period (renewable) would be considered for negotiations on the nuclear issue. Iran has not made any commitments in the first step to take action on enriched material or nuclear suspensions, etc.
Sanctions that have prevented the sale of Iranian oil, petrochemicals, and derivatives must be waived during the negotiations.
The reopening of the Strait of Hormuz and the lifting of the naval blockade would be completed within 30 days. Iran has said that the Strait of Hormuz could return to its pre-war status in terms of “the number of ships passing through” within 30 days. And the blockade must be completely lifted.
There have been no direct negotiations between Iran and the US since the Islamabad talks, and the process of exchanging messages and drafting a possible memorandum of understanding has been pursued through a mediator.
The memorandum (if finalized) will likely have 14 clauses.
