In a post on X, Qalibaf described the move as baseless and emphasized the IRGC's exemplary role in fighting terrorism.
"The IRGC is one of the strongest and most effective anti-terrorist forces in the world, only those who stand on the side of terrorists can deny the IRGC's record in combating Daesh (ISIS or ISIL) terrorism.
Supporting terrorism will bring nothing but regret to European countries," Qalibaf stated.
The statement came in direct response to the European Union's decision announced the previous day, after it placed the IRGC on its so-called terrorist list.
Iran views this step as a clear instance of political hostility rather than a legitimate security decision.
Tehran has repeatedly highlighted the IRGC's decisive contribution to defeating terrorism in the region.
