Finland's parliament voted 125-61 in mid-June to amend the country's Nuclear Energy Act, stripping away a long-standing prohibition on nuclear weapons. President Alexander Stubb signed the legislation on June 26, and it took effect on July 1. Moscow has been loudly unhappy about it ever since, The Crypto Briefing reported.

Finland joined NATO in April 2023, ending roughly 75 years of non-alignment. The nuclear policy shift represents a second, arguably more provocative, step in that same direction.

The amended law doesn't mean Finnish cities are about to sprout missile silos. Finnish leaders have been explicit that there are no immediate plans for the permanent stationing of nuclear arms. The legislation retains prohibitions on manufacturing nuclear explosives. What it does allow is defense-related nuclear weapon handling, essentially giving Finland the legal framework to participate in NATO's nuclear sharing arrangements if the alliance ever asks.

Senior Russian officials, including spokesman Dmitry Peskov and former president Dmitry Medvedev, have characterized Finland's decision as a direct escalation that demands a response. Russia has warned that Finland's policy change increases regional tensions and would elicit what it calls "effective measures."

Russia's warnings came as recently as late August, suggesting the Kremlin views this not as a one-off diplomatic complaint but as an ongoing grievance. The two countries share a 1,340 km border, the longest boundary between any NATO member and Russia.

Several NATO members already participate in nuclear sharing arrangements where US nuclear weapons can be stationed on their territory and delivered by allied aircraft. Belgium, Germany, Italy, the Netherlands, and Turkey all host such arrangements.

Finnish officials have framed the decision in purely defensive terms, describing it as bringing Finland into full alignment with NATO's collective defense without representing any aggressive intent.
