Iran’s Top Banker Details Switzerland Talks Results on Asset Release, Oil Sanctions

In an interview with Tasnim, Abdolnasser Hemmati responded to a question about the outcome of the Switzerland negotiations and said the discussions remained within the framework of the 14-clause understanding and involved significant complexities.

“Overall, the discussions within the framework of the 14-clause understanding involve considerable complexities. This round of talks was also intensive and difficult, but the outcome moved forward based on the objectives defined by the Iranian delegation,” he said.

Asked about the issue of the Central Bank’s blocked resources, Hemmati stated, “This has been one of the complicated issues. Fortunately, substantial progress was achieved, and based on the Doha understanding, the necessary memorandums were signed during this round of negotiations.”

He noted that the use of those resources will gradually become operational in the coming days under specific conditions and in accordance with decisions and directives of the Central Bank of Iran.

Asked about oil and petrochemical exports, Hemmati said, “Under clause 11 of the Iran-US memorandum of understanding, a waiver was required to be issued, and it was agreed that it would be implemented by OFAC (US Office of Foreign Assets Control). Our oil exports are currently underway, but from now on they will proceed without the additional costs imposed by sanctions.”

The remarks came after the Iranian delegation departed the negotiation venue in Switzerland for Tehran following nearly 18 hours of intensive talks and consultations. The Iranian delegation, headed by Parliament Speaker Mohammad Baqer Qalibaf, participated in bilateral and quadrilateral meetings with the US delegation and Pakistani and Qatari mediators and presented Tehran’s positions regarding implementation of the Islamabad memorandum of understanding and the conditions for entering negotiations on a final agreement.

Following the consultations, Qatar and Pakistan announced in a joint statement that the parties had agreed on a 60-day roadmap toward a final agreement, the establishment of specialized working groups, and the continuation of technical negotiations. According to the mediators, the process also includes mechanisms for monitoring implementation, maintaining communication channels, and addressing related regional issues in support of diplomacy and de-escalation.
