UN Envoy Condemns Assassination of Ex-Iranian FM Kharrazi as State Terrorism

In a letter to UN Secretary General António Guterres and President of the UN Security Council Jamal Fares Alrowaiei on April 10, Saeed Iravani condemned the recent fatal attack on Kamal Kharrazi, emphasizing his lifelong dedication to diplomacy, peace, and multilateralism.
What follows is the text of the letter:
In the Name of God, the Most Compassionate, the Most Merciful
Excellency,
With profound regret and deep sorrow, I wish to inform you and the members of the Security Council that, in continuation of the war crimes committed by the Israeli regime against the Islamic Republic of Iran, the regime has perpetrated yet another heinous and terrorist act by cowardly assassinating Dr. Kamal Kharrazi, a distinguished Iranian diplomat who served as Minister of Foreign Affairs of the Islamic Republic of Iran and as its Permanent Representative to the United Nations.
On 9 April 2026, Dr. Kharrazi succumbed to the severe injuries he sustained as a result of an act of State terrorism perpetrated by the Israeli regime. On 1 April 2026, the Israeli regime carried out an attack against his residence in Tehran, causing critical injuries to him and resulting in the immediate death of his wife. This attack constitutes a deliberate act of terrorism against a civilian residence and the targeted killing of a prominent civilian figure, in blatant violation of international humanitarian law and international human rights law, in particular the right to life.
Throughout his service as Minister of Foreign Affairs from 1997 to 2005, and as Ambassador and Permanent Representative of the Islamic Republic of Iran from 1989 to 1997, Dr. Kharrazi held a deep belief in strengthening multilateralism and played an important role in advancing peace, not only as a university professor but also as a regular participant in the annual "Leaders for Peace" conference in Paris. Over the course of his professional life, he consistently and unequivocally demonstrated a steadfast commitment to international law, the principles and purposes of the Charter of the United Nations, and multilateral diplomacy particularly the peaceful settlement of disputes as a cornerstone of international peace and security. Accordingly, his assassination represents not only the unlawful deprivation of civilian life in flagrant violation of international law but also an assault on diplomacy and the very foundations of peaceful international engagement.
The assassination of this eminent diplomat by the Israeli regime once again lays bare the reality that this aggressive and terrorist regime perceives any voice advocating peace, dialogue and diplomacy at both the regional and international levels as antithetical to its unlawful, malicious and destabilizing objectives in the region and beyond. It further demonstrates a deliberate pattern of criminal conduct aimed at silencing proponents of peaceful engagement and systematically undermining avenues for diplomacy.
The Islamic Republic of Iran condemns, in the strongest possible terms, this heinous terrorist act perpetrated with the complicity and support of the United States. This terrorist crime forms part of a broader pattern of systematic and widespread attacks against Iranian civilians, civilian objects and senior civilian officials, in the context of the war of aggression initiated on 28 February 2026.
The Islamic Republic of Iran underscores that the Israeli regime and the United States incur full international legal responsibility for this internationally wrongful act.
