UN Envoy Condemns Use of Kuwaiti, Qatari, Saudi Soil by US for War Against Iran

In three separate letters to UN Secretary-General António Guterres and President of the UN Security Council Michael G. Waltz on March 26, Saeed Iravani expressed Iran’s strong condemnation of the US military's aggressive actions, condemning unlawful American attacks launched from the airspace of Iran’s neighboring countries.

What follows is the text of the letters:

The letter about exploitation of Kuwait’s territory for war on Iran

Upon instructions from my Government, and pursuant to my letters dated 3, 7 and 16 March 2026 (S/2026/121, S/2026/139 and S/2026/189), I wish to inform Your Excellency and the members of the Security Council of the following:

Based on monitoring and assessments conducted by the Armed Forces of the Islamic Republic of Iran, it has been ascertained that the aggressor, namely the United States, has continued to use the territory and airspace of the State of Kuwait for the planning, preparation, equipping and execution of unlawful military attacks against the Islamic Republic of Iran. One specific instance is as follows:

  • At 17:41 on 17 March 2026, a United States MQ-9B drone, operating over the airspace of the State of Kuwait, provided intelligence support to fighter jets.

In view of the international responsibility of States arising from placing their territory at the disposal of others for the commission of acts of aggression and the conduct of armed attacks against the territory of a third State, the Islamic Republic of Iran expresses its strong and unequivocal objection to the aforementioned unlawful actions and strictly calls upon the Government of the State of Kuwait to observe the principles of good neighborliness and to prevent the continued use of its territory against the Islamic Republic of Iran.

The Islamic Republic of Iran, while remaining committed to the principle of good neighborliness and respect for the sovereignty of the State of Kuwait, reserves the right to take all necessary and appropriate measures, including the exercise of its inherent right of self-defense, in order to safeguard its sovereignty, territorial integrity and political independence.

 

The letter about exploitation of Qatar’s territory for war on Iran

Upon instructions from my Government, and pursuant to my previous letters, including those dated 3, 7, 9 and 16 March 2026 (S/2026/121, S/2026/139, S/2026/146 and S/2026/188), I wish to inform Your Excellency and the members of the Security Council of the following:

Based on monitoring and assessments conducted by the Armed Forces of the Islamic Republic of Iran, it has been ascertained that the aggressor, namely the United States, has continued to use the territory and airspace of the State of Qatar for the planning, preparation, equipping and execution of unlawful military attacks against the Islamic Republic of Iran. Some specific instances are as follows:

At 05:59 on 17 March 2026, United States F-35 fighter jets, utilizing and transiting the airspace of the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran; At 07:03 on 17 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia and the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;

  • At 14:53 on 17 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the United Arab Emirates and the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 21:08 on 17 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the United Arab Emirates and the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 06:35 on 20 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the State of Qatar and the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 07:22 on 20 March 2026, United States F-35 and F-18 EF fighter jets, utilising and transiting the airspace of the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 08:47 on 20 March 2026, United States F-35 and F-18 EF fighter jets, utilising and transiting the airspace of the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 10:01 on 20 March 2026, a United States RQ-4-USA reconnaissance drone, utilising and transiting the airspace of the State of Qatar, conducted reconnaissance of targets inside the territory of the Islamic Republic of Iran;
  • At 13:23 on 20 March 2026, United States F-35 and F-18 EF fighter jets, utilising and transiting the airspace of the State of Qatar and the United Arab Emirates, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 19:35 on 20 March 2026, United States F-16 SV fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia and the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 20:17 on 20 March 2026, a United States U-2 reconnaissance aircraft, operating over the airspace of the State of Qatar and the United Arab Emirates, provided intelligence support to United States fighter jets; and
  • At 23:10 on 20 March 2026, United States F-15 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia and the State of Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran.

Based on monitoring and assessments conducted by the Armed Forces of the Islamic Republic of Iran, it has been ascertained that the aggressor, namely the United States, has continued to use the territory and airspace of the Kingdom of Saudi Arabia for the planning, preparation, equipping and execution of unlawful military attacks against the Islamic Republic of Iran. Some specific instances are as follows:

  • At 00:08 on 15 March 2026, United States F-15 fighter jets, originating from and transiting the airspace of Saudi Arabia, carried out bombing raids on targets inside the territory of the Islamic Republic of Iran;
  • At 00:32 on 15 March 2026, United States F-35 fighter jets, transiting the airspace of Saudi Arabia, carried out bombing raids on targets inside the territory of the Islamic Republic of Iran;
  • At 05:48 on 15 March 2026, a United States AWACS command-and-control aircraft and an E-11A communications relay aircraft, operating over the airspace of the Kingdom of Saudi Arabia, provided intelligence support to United States fighter jets;
  • At 11:46 on 15 March 2026, United States F-16 fighter jets, transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the territory of the Islamic Republic of Iran;
  • At 12:58 on 15 March 2026, United States F-35 fighter jets, transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the territory of the Islamic Republic of Iran;
  • At 14:05 on 15 March 2026, United States F-15E and F-16SV fighter jets, transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the territory of the Islamic Republic of Iran;

  • At 14:19 on 17 March 2026, a United States AWACS KSA command-and-control aircraft, utilising and transiting the airspace of the Kingdom of Saudi Arabia, provided intelligence support to fighter jets;
  • At 15:24 on 17 March 2026, a United States MQ-9 drone, operating over the airspace of the Kingdom of Saudi Arabia, provided intelligence support to fighter jets;
  • At 17:51 on 17 March 2026, a United States AWACS KSA command-and-control aircraft, utilising and transiting the airspace of the Kingdom of Saudi Arabia, provided intelligence support to fighter jets;
  • At 19:30 on 17 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 19:44 on 17 March 2026, a United States U-2S reconnaissance aircraft, operating over the airspace of the Kingdom of Saudi Arabia, provided intelligence support to United States fighter jets;
  • At 19:46 on 17 March 2026, a United States B-1 bomber, operating over the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 20:05 on 17 March 2026, a United States B-1 bomber, operating over the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 20:24 on 17 March 2026, a United States AWACS KSA command-and-control aircraft, utilising and transiting the airspace of the Kingdom of Saudi Arabia, provided intelligence support to fighter jets;
  • At 21:50 on 17 March 2026, United States F-18 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 23:15 on 17 March 2026, United States F-16 SV fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 04:38 on 20 March 2026, United States F-16 SV fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 05:19 on 20 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 05:22 on 20 March 2026, a United States P-8A maritime patrol and reconnaissance aircraft, utilising and transiting the airspace of the Kingdom of Saudi Arabia, provided intelligence support to United States fighter jets;
  • At 06:35 on 20 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia and Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 07:26 on 20 March 2026, United States F-16 SV fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 16:31 on 20 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 18:40 on 20 March 2026, United States F-35 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 19:02 on 20 March 2026, a United States U-2 reconnaissance aircraft, operating over the airspace of the Kingdom of Saudi Arabia, provided intelligence support to United States fighter jets;
  • At 19:35 on 20 March 2026, United States F-16 SV fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia and Qatar, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 22:01 on 20 March 2026, a United States MQ-9 drone, operating over the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 22:47 on 20 March 2026, United States F-15 fighter jets, utilising and transiting the airspace of the Kingdom of Saudi Arabia, carried out bombing raids on targets inside the Islamic Republic of Iran;
  • At 22:23 on 20 March 2026, a United States U-2 reconnaissance aircraft, operating over the airspace of the Kingdom of Saudi Arabia, provided intelligence support to United States fighter jets;
